With the festival season a few months away and advance booking options opening, we take a look at some tips that would be helpful for Indian Railways passengers, tatkal ticket passengers and those who travel in a group:

1) If you are not sure about ticket availability or your ticket is waitlisted, you can now use the new tool that has been introduced by IRCTC on its e-ticketing website that allows users to see the probability of a waitlisted ticket getting confirmed. This would help you make a more informed choice.

2) For business travellers who need to take multiple trips during a single month, IRCTC now has the option of booking up to 12 tickets from a login ID in a month. The limit is 6 tickets per month, but in case your Aadhaar is linked to your IRCTC account, then you can nook up to 12 tickets in a month.

3) For those who wish to book a tatkal ticket but are not clear about the timings can check the IRCTC website instead of panicking at the last moment. As per the IRCTC website, online tatkal tickets can be booked on the opening day for AC class from 10:00 AM onwards and for Non- AC class from 11:00 AM onwards. During booking of tatkal tickets, keep all the required documents handy including Aadhaar or any other ID card. As the tatkal ticket booking facility is available on first come first serve basis, it is advised to keep all the necessary documents ready.

4) For those who wish to travel in a group on Indian Railways train can do so by visiting the ticket booking centre. As bulk booking is not allowed online through the IRCTC website or app, any group with more than 6 people can repeat the procedure multiple times. However, it does not guarantee seats/berths in the same coach.

5) If you are afraid of food overcharging in Indian Railways, then you can check the list of food items along with their prices on ‘Menu on Rails’ app, which shows the list to passengers who are travelling in Mail or Express trains including Rajdhanis, Shatabdis, Humsafars, Duronto, Tejas and Gatiman Express trains.

6) It is always advisable for railways passengers to plan their train journey in advance. However, in case one is not able to book a ticket in any particular train then he/she can check the IRCTC website, which has the new feature to suggest alternative trains. Opting for the VIKALP option would ensure that Indian Railways on its part is able to find alternate trains for the route and allot you confirmed seats accordingly.

7) Indian Railways has extensive rules for refund of tickets. (Do read: 10 scenarios under which Indian Railways will reject refund claim) These rules vary across situations and are bound by the time frame in which the claim has been filed. In case you plan to cancel your train ticket, it is best to read up about the refund policy so that you are able to timely file your claim and don’t end up losing money.

Birders spot rare grey plower, Oriental scops owl



Despite the scorching heat, over 300 birdwatchers came together on Sunday for the 13th annual Mumbai Bird Race. The enthusiasts, including school and college students, visited wetlands, forests, grasslands and other sites to spot birds.

“We had a fun time identifying various types of birds in Karnala Bird Sanctuary , Chirner, and Uran wetland sites. Among the significant sightings were plum-headed parakeet, rufous woodpecker, sulphur-bellied warbler, white-rumped shama, Eurasian curlew, whimbrel, greater flamingo and lesser flamingo,“ said paediatrician Dr Salil Choksi, who has been participating in the Mumbai Bird Race since its inception in 2005.

Mark D'Mello, a regular birder, told TOI: “We were very excited to spot the grey plower at Bhuigaon in Vasai.Students of Royal College, who were accompanying us, were thrilled to see the Asian paradise flycatcher and the Caspian tern.“ Another participating team spotted the rare Oriental scops owl at Malangad, near Kalyan.

Pravin Subramanian, one of the key organizers, said: “One team has claimed to have seen the grey plower bird, which is a rare find. We will confirm this through their photographs.“

Veteran birdwatcher, naturalist and among the founders of the Bird Race, Sunjoy Monga said: “Bird races have become extremely popular in various cities. The idea is to have a fun outdoors experience watching and appreciating birds and also raise concern about the dwindling bird habitat due to urbanization.“ Every year, 265 to 277 species are spotted at the bird races, he added.

Armed with binoculars and cameras and escorted by their teacher Jennifer Pinto, students of Gopi Birla Memorial School from Walkeshwar were thrilled to see various avian species within the city limits.

In a first, three tribal youngsters, who reside inside Sanjay Gandhi National Park, participated in the bird race, said organizers, who also thanked HSBC for consistently making the bird races a success over the years.

MRVC Plan To Benefit Season Ticket Holders MRVC Eyes Revenue As It May Fetch Funds For Upgrade
A zone-based fare structure, similar to the one used in and around London, has been proposed for the city's suburban railway system.

The radical proposal can significantly reduce fares for many commuters in the city and its satellites, especially those who travel longer distances. However, those who change lines, say from CR to WR, may end up paying more.

The Mumbai Railway Vikas Corporation (MRVC) has suggested that the entire suburban system be divided into four fare zones each on Western Railway and Central Railway's Main and Harbour corri dors. It claims it will be able to earn Rs 2,468 crore a year with the new fare model against Rs 1,556 crore at present.

The proposal, now with the Railway Board that takes the final call on fare revision, claims that of the 30 lakh season ticket holders using the suburban network, nearly 10.9 lakh (37.5%) will pay less. Under the zone system, the fare will remain unchanged irrespective of the distance travelled within a zone. For example, the Churchgate-Dadar (10.17 km) stretch will be a zone. Currently , there are two first class fare slabs: Rs 50 (Churchgate-Mumbai Central) and Rs 70 (Churchgate-Dadar). Under the proposed system, the fare will be Rs 25 irrespective of the station a person travels to between Churchgate and Dadar.

The proposal was made at the Rail Vikas Shibir in November where the PM sought ideas to improve the functioning of Indian Railways. The Mumbai Railway Vikas Corporation has proposed a zonal fare system in an attempt to shore up revenues in the Mumbai suburban railway network. The system had incurred a loss of Rs 1,400 crore last year. Niti Aayog, the central planning body , had flagged concern about the poor financial health and had initially refused to approve funds for MUTP III unless there was a road map for improving revenue. The MUTP projects are critical to bolster Mumbai's rail infrastructure to keep up with the growing population.

“We need to shift from the telescopic fare structure to zonal system as the former does not do justice to those staying in the extended suburbs. The fare is low for those in south Mumbai for whom affordability is not an issue,“ said MRVC chairman and managing director Prabhat Sahai, adding, “There were thousands of ideas presented at the Rail Vikas Shivir. The board will examine each and assess whether to accept or work on the basic idea.“

The MRVC has also proposed an addi tional charge of Rs 5 (second class) and Rs 25 (first class) if a commuter changes corridors (for instance from CR to WR or vice versa).

“Short distance travellers, whose fares are anyway very little, will have to pay more as compared to longer distance travellers under the new system,“ said Sahai. Almost 9.2 lakh (31.5%) of Mumbai's 30 lakh season ticket holders will have a nominal impact, meaning a hike within 20% of the existing fare, and the balance 9 lakh (31%) will pay more than 20%. A monthly pass under the proposed plan will be Rs 450 as against Rs 485 between CST-Dadar and ChurchgateDadar (both one zone). For second class commuters, the monthly proposed fare for travel within one zone will be Rs 150. As of now, Churchgate-Dadar is Rs 130. With ratio nalization, the hike will be between Rs 20 and 50.

“MRVC proposal is a good one as it aims to delink the rail fare with the rest of India. If the Mumbai suburban is able to generate profit, it would be easier to get substantial amounts sanctioned from the board for the modernization works,“ said a senior railway official. Railway bosses have time and again raised concerns about the low fare as lack of investment due to losses is affecting the efficiency of the system.

Sahai said they also propose to allow long-distance passengers to buy suburban tickets at the time of booking tickets on the Passenger Reservation System (PRS). This ticket will be charged at Rs 10 and the long-distance passenger will be able to travel anywhere in Mumbai for single journey . This is expected to fetch Rs 140 crore every year.

ट्रेन में सफर के दौरान डियबिटीज मरीजों को परेशानी का सामना करना पड़ता है। सफर के दौरान उनकेपास सुगर फ्री खाना नहीं मिल पाता, लेकिन अब आपको जल्द ही इस दिक्कत से निजात मिल जाएगी, क्योंकि अब रेलवे डायबिटीज से पीड़ित लोगों को सफर करने के दौरान डायबिटीक खाना मुहैया कराएगा। 

माना जा रहा है कि ट्रेनों और रेलवे स्टेशनों पर उनके लिए सुलभ खानपान की व्यवस्था रहेगी। अंग्रेजी अखबार 'द हिंदू' की रिपोर्ट के मुताबिक जल्द ही ट्रेनों में मधुमेह से पीड़ित लोगों को सुगर फ्री खाना मुहैया कराया जाएगा। सूत्रों के मुताबिक केंद्रीय स्वास्थ्य मंत्री जेपी नड्डा ने रेल मंत्री सुरेश प्रभु से यात्रियों को 'डायबिटिक डाइट' उपलब्ध कराने के लिए व्यक्तिगतरुप से निवेदन किया है। 

नड्डा ने रेलमंत्री को एक चिट्ठी लिखकर निवेदन की है कि रेलवे में सफर करने के दौरान डायबिटीज के मरीजों के लिए ट्रेनों की केटरिंग सर्विस में 'डायबिटिक डाइट' उपलब्ध कराया जाए। उन्होंने कहा है कि ट्रेन के साथ-साथ प्लेटफॉर्म पर भी डायबिटीक खाना मुहैया कराना यात्रियों के लिए फायदेमंद है।आपको बता दें कि डायबिटीज देश में एक ऐसी बड़ी असंक्रामक बीमारी के तौर पर उभर रही है। देश भर में इससे तकरीबन 7 करोड़ लोग पीड़ित हैं। ऐसे में ट्रेन में डायबिटीक डाइट एक अच्छी पहल होगी।

जानें क्या हैं रेलवे के नए नियम, जिसमें यात्रियों को नहीं मिलेगी कोई भी छूट

 रेलवे बहुत ही जल्द नए नियमों को लाने जा रही है। रेलवे के इन नए नियमों के लागू होने के बाद से आपको कई मामलों में छूट हासिल नहीं हो पाएगी। जी हां यात्री किराए से बढ़ते नुकसान को कम करने के लिए रेलवे रियायतों को कम करने के प्लान तैयार कर रही है। 

ऐसे में माना जा रहा हैकि अगले महीने पेश होने जा रहे रेल बजट में रेल मंत्री वरिष्‍ठ नागरिकों को मिलने वाली छूट के साथ साथ खिलाडि़यों को मिलने वाली रियायतें खत्‍म करने की घोषणा कर सकते हैं। सूत्रों के मुताबिक सरकार आगामी बजट में वरिष्ठ नागरिकों को मिलने वाली रियायत की आयु सीमा बढ़ाने और वातानुकूलित प्रथम श्रेणी के टिकट पर लगभग सभी रियायतों में कटौती करने का विचार कर रहा है।

छूट पर चली कैंची 

रेलवे एसी फर्स्ट क्लास में सिनियर सिटिजंस के साथ-साथ अलग-अलग श्रेणियों के लोगों को देने वाले छूट में कटौती कर सकते हैं। सूत्रों के मुताबिक रेलवे का मानना है कि जिनके पास एसी प्रथम श्रेणी में चलने की हैसियत होती है, वे पूरा किराया देने में भी सक्षम होते हैं।

रेलवे इन सब के जरिए किराया नहीं बढ़ाए जाने से होने वाले नुकसान की भरपाई करना चाहता है। ये बदलाव वातानुकूलित प्रथम श्रेणी के टिकट पर लागू होगा और एसी फर्स्ट क्साल में लगभग सभी रियायतों में कटौती करने का विचार कर रहा है।


किन्हें मिलती है छूट 

सिनियर सिटीजन, विकलांगों, मानसिक रूप से अशक्त, पूर्ण रूप से दृष्टिबाधित, कैंसर रोगी, थैलेसीमिया से पीड़ित लोगों, किडनी और दिल के मरीजों, वरिष्ठ नागरिकों, एलोपैथिक डॉक्टर, मान्यता प्राप्त पत्रकारों और पुलिस पदक से अलंकृत 60 वर्ष से अधिक आयु के लोगों को दस से लेकर पचास फीसदी की रियायतें देती है।

बढ़ेगा आयु सीमा का दायरा  

माना जा है कि नए निमय में आयु सीमा का दायरा बढ़ा दिया जाएगा। वर्तमान नियम के मुताबिक वरिष्ठ नागरिकों की श्रेणी में पुरुषों को 60 वर्ष और महिलाओं को 58 वर्ष की आयु से क्रमश: 40 प्रतिशत और 50 प्रतिशत की रियायत मिलती है।

रेल मंत्रालय का विचार है कि पुरुषों को 60 की बजाय 62 और महिलाओं को 58 की बजाय 60 वर्ष की आयु से वरिष्ठ नागरिक रियायत दी जाए।

नाम सुनकर चौंक गये ना आप इसलिए आज हम आपको बताते हैं कि रेलवे के डेडिकेटेड फ्रेट कॉरिडोर के बारे में जिसे जानना बेहद जरूरी भी है। दरअसल भारतीय रेल के माल ढुलाई परिचालनों में आमूल-चूल बदलाव के लिए डेडिकेटेड फ्रेट कॉरिडोर को लाया गया है। ये दो तरह से लागू किया जा रहा है पश्चिमी डेडिकेटेड फ्रेट कॉरिडोर (डब्‍ल्‍यूडीएफसी) और पूर्वी डेडिकेटेड फ्रेट कॉरिडोर(ईडीएफसी)।

पश्चिमी डेडिकेटेड फ्रेट कॉरिडोर (डब्‍ल्‍यूडीएफसी) और पूर्वी डेडिकेटेड फ्रेट कॉरिडोर(ईडीएफसी) के वर्ष 2017-18 से प्रारम्‍भ होकर अगले चार वर्षों में चरण-वार पूरा होने के साथ ही भारतीय रेल के माल ढुलाई परिचालन में आमूल-चूल बदलाव आएगा। 

पर्यावरणीय स्‍वीकृतियां 

आपको बता दें कि कुल 10548 हैक्‍टेयर जमीन में 86 प्रतिशत का अधिग्रहण किया जा चुका है और 9 राज्‍यों तथा 61 जिलों से होकर गुजरने वाली इन परियोजनाओं के लिए ज्‍यादातर पर्यावरणीय स्‍वीकृतियां प्राप्‍त की जा चुकी हैं। 

रेलवे के परिचालनों में मूलभूत बदलाव 

दोनों परिेयोजनाओं के चालू होने से, न सिर्फ रेलवे को माल ढुलाई याफ्रेट परिवहन में अपनी बाजार हिस्‍सेदारी को पुन: प्राप्‍त करने में मदद मिलेगी, बल्कि साथ ही यह माल ढुलाई की कारगर, विश्‍वसनीय, सुरक्षित एवं किफायती व्‍यवस्‍था की भी गारंटी होगी। माल ढुलाई से संबंधित इन दो कोरिडोर्स के चालू होने से, परिवहन की इकाई लागत में कटौती होने, छोटे संगठन और प्रबंधन की कम लागत होने और ऊर्जा की कम खपत से रेलवे के परिचालनों में मूलभूत बदलाव आएगा। 

औद्योगिक कार्यकलापों में मदद करेंगे 

रेल मंत्रालय द्वारा वर्ष 2006 में विशेष प्रयोजन संस्‍था के रूप में गठित किए गए डेडिकेटेड फ्रेट कोरीडोर कॉपोरेशन ऑफ इंडिया लिमिटेड (डीएफसीसीआईएल) द्वारा कार्यान्वित किए जा रहे दोनों डेडिकेटेड फ्रेट कॉरिडोर्स - पश्चिमी और पूर्वी रेल मार्गों के साथ बने रेलवे के बेहद भीड़भाड़ वाले स्‍वर्णिम चतुर्भुज को राहत पहुंचाएंगे और कोरिडोर्स के साथ नये औद्योगिक कार्यकलापों तथा मल्‍टी मॉडल मूर्ल्‍य वर्धित सेवा केंद्रों को सहायता प्रदान करेंगे। 

राजस्‍व का 58 प्रतिशत का वहन 

भारतीय रेल के स्‍वर्णिम चतुर्भुज में दो विकर्णों (दिल्‍ली-चेन्‍नई और मुम्‍बई-हावड़ा) सहित चारों महानगरों दिल्‍ली, मुम्‍बई, चेन्‍नई और हावड़ा (कोलकाता) को जोड़ने वाला रेलवे नेटवर्क शामिल है। इसके कुल मार्ग की लम्‍बाई 10, 122 किलोमीटर है और यह मालढुलाई से रेलवे को प्राप्‍त होने वाले राजस्‍व का 58 प्रतिशत से अधिक हिस्सो का वहन करता है। 

दीर्घकालिक अल्‍पनिवेश 

रेल मंत्री श्री सुरेश प्रभु ने वर्ष 2015-16 के अपने बजट भाषण में कहा था कि इसका मूलभूत कारण रेलवे में दीर्घकालिक अल्‍पनिवेश है। इसकी वजह से उपनुकूलित फ्रेट और यात्री यातायात तथा अल्‍प वित्‍तीय संसाधनों के साथ भीड़-भाड़ और अति‍शय उपयोग में वृद्धि हुई है। 

रेल की गति 100 किलोमीटर प्रति घंटा 

यह ध्‍यान देने योग्‍य है कि दो डे‍डिकेटेड फ्रेट कॉरिडोर से रेलगाड़ी की अधिकतम गति 100 किलोमीटर प्रति घंटा हो सकती है। दो डे‍डिकेटेड फ्रेट कॉरिडोर के कार्यान्‍वयन में निम्‍न कार्बन मार्ग, विभिन्‍न तकनीकी विकल्‍पों को अपनाने पर ध्‍यान दे रहा है, जिससे अधिक ऊर्जा दक्षता के साथ इन्‍हें परिचालित किया जा सकेगा। 

चार और डे‍डिकेटेड फ्रेट कॉरिडोर (डीएफसी) बनाने की योजना 

 रेल मंत्रालय की चार और डे‍डिकेटेड फ्रेट कॉरिडोर (डीएफसी) बनाने की योजना है और इनके लिए डीएफसीसीआईएल को प्रारंभिक इंजीनियरिंग और यातायात सर्वेक्षण (पीईटीएस) का काम सौंपा गया है। ये अतिरिक्‍त कॉरिडोर करीब 2,330 किलोमीटर का पूर्व-पश्चिम कॉरिडोर (कोलकाता-मुम्‍बई), करीब 2,343 किलोमीटर का उत्‍तर-दक्षिण कॉरिडोर (दिल्‍ली-चेन्‍नर्इ), 1100 किलोमीटर का पूर्व तटीय कॉरिडोर (खड़गपुर-विजयवाड़ा) और लगभग 899 किलोमीटर का दक्षिणी कॉरिडोर (चेन्‍नई-गोवा) हैं।

अगर करते हैं ट्रेन से सफर तो जरुर पढ़ें ये खबर, बदलने वाला है नियम

अगर आप रेल से सफर करते हैं तो इस खबर को ध्यान से पढ़ें, क्योंकि अब टिकट को लेकर नया बदलाव होने जा रहा हैं। मेट्रो की तर्ज पर अब रेलवे भी जनरल टिकट की समय अवधि तय करने जा रहा है। यानी जनरल टिकट के साथ आप तय समय तक ही ट्रेन में सफर कर सकते हैं। 

रेलवे के इस योजना के बाद आगामी एक मार्च से जनरल टिकट पर तीन घंटे के भीतर ही यात्रा करनी होगी। तीन घंटे के बाद यात्रा शुरु करने पर टिकट अवैध माना जायेगा। यानी अब आप जनरल टिकट के साथ टिकट लेने के 3 घंटों के भीतर ही ट्रेन से यात्रा कर सकते हैं। अगर टिकट लेने के 3 घंटे बाद भी आपने यात्रा की तो ऐसे यात्रा करने वालों को 'विद आउट टिकट' मान कर जुर्मना वसूला जाएगा। 

मीडिया रिपोर्ट के अनुसार रेलवे बोर्ड के पास शिकायतें आ रहीं थीं कि यात्री एक बार जनरल टिकिट ले लेते हैं और दिन भर कम दूरी की यात्रा कई बार कर लेते हैं। रेलवे बोर्ड ने इस चालबाजी को रोकने के लिए यह रास्ता तलाशा है। रेलवे की इस नई योजना के बाद अनारक्षित टिकिट गंतव्य के लिए पहली ट्रेन छूटने तक या टिकिट जारी होने के तीन घंटे तक ही वैध रहेंगे।

 तत्काल टिकटों के नियमों में बड़ा बदलाव, दलालों की होगी छुट्टी

रेलवे टिकट बुक करना हमेशा से ही बड़ी चुनौती रहता है। दलालों के चलते कंफर्म टिकट बुक कराना किसी चुनौती से कम नहीं है। ऐसे में रेलवे ने इन दिक्कतों से निपटने का रास्ता ढूंढ निकाला है। आज से बिना आईडी प्रूफ के तत्‍काल टिकट की बुकिंग 

tatkal ticket अब तत्काल टिकट की बुकिंग के लिए रेलवे ने नये नियम निकालें है। इन नियम के अनुसार अब एक आईडी से एक दिन में सिर्फ दो टिकट ही बुक किये जा सकते हैं। टिकट के टेंशन को कहिए बॉय-बॉय, अब ट्रेन निकलने से 30 मिनट पहले बुक कराइए कंफर्म टिकट यही नहीं आईडी के साथ एक कंप्यूटर यानि एक आईपी एड्रेस से भी एक ही एक दिन में दो ही टिकट बुक किया जा सकेगा। आईआरसीटीसी की मानें तो इन नियम के बाद दलालों की समस्या से निजात मिलेगी। 

 रेलवे ने तत्काल बुकिंग के समय रेलवे के अधिकृत एजेंट को भी लॉगइन करने पर पाबंदी लगा दी है। यानि अब जो दलाल गलत तरीके से फर्जी आईडी बनाकर तत्काल टिकटों में सेंधमारी करते थे उसपर अब पूरी तरह से रोक लगेगी। 

वहीं अगर आप मोबाईल से टिकट बुक कर रहे हैं तो भी आईएमईआई नंबर के आधार पर आप सिर्फ दो ही टिकट बुक करा सकेंगे। ऐसे में तीसरा टिकट अब एक ही आईएमआई से नहीं बुक किया जा सकेगा। 

यही नहीं एक महीने में एक आईडी से अधिकतकम दस टिकट ही बुक किये जा सकेंगे। देखने वाली बात यह है कि रेलवे के इन नियमों को कितनी खूबी से लागू किया जाता है। 

वेबसाइट को विशेष सॉफ्टवेयर से हैक करके धड़ाधड़ टिकट जारी करने का खेल भी अब लगभग नामुमकिन हो जाएगा। आईआरसीटीसी ने हैकिंग रोकने के लिए विशेष सिक्योरिटी सिस्टम को वेबसाइट पर अपलोड किया है। इसके अलावा कैलिफोर्निया से हाईएंड सर्वर मंगाकर इसका इस्तेमाल शुरुआत किया गया है।

 त्योहारों के सीजन में जो लोग ट्रेन टिकट से वंचित रह गये उनके लिए रेलवे विभाग ने बड़ी सौगात पेश की है। जी हां अब यात्री यात्रा करने से मात्र 30 मिनट पहले अपनी टिकट बुक करा सकते हैं। इतना ही नहीं टिकट आपको बिल्कुल कंफर्म मिलेगी।

रेलवे ने इस सुविधा को गुरुवार से लागू कर दिया है। इसके अलावा रेलवे ने अपने चार्ट सिस्टम में भी कुछ बदलाव किए हैं। यात्रियों के लिए पहला सीट चार्ट चार घंटे पहले और दूसरा चार्ट 30 मिनट पहले बनाया जायेगा। पहली चार्ट में सीटे खाली रहने की दशा में दूसरे और अंत‌िम चार्ट में सीटें उलब्‍ध रहेंगी। 

यात्री ऑनलाइन और रिजर्वेशन काउंटर से 30 मिनट पहले टिकट बुक करा सकेंगे। इतने ही नहीं इस सुविधा से वेटिंग टिकट कंफर्म होने के भी चांस बढ़ जाएंगे। ऐसा इसलिए किया गया है ताकि ट्रेनों में समय रहते खाली सीटें का भरी जा सकें और दलालों की दखलअंदाजी बंद हो सके।

रेलवे आपको बड़ी राहत की खबर दे रही है। इस खबर को पढ़ने के बाद आपके चेहरे पर मुस्कान आ जाएगी। आपको बता दें कि अब आपके लिए तत्काल टिकट करवाना आसान हो गया है। रेलवे ने नई प्रणाली शुरु कर तत्काल की मुश्किलों का हल कर दिया है।

रेलवे ने आईआरसीटीसी की वेबसाइट को अपग्रेड करते हुए उसमें दो नए सर्वर जोड़े हैं। इससे अब इस वेबसाइट पर प्रति मिनट टिकट बुकिंग की क्षमता लगभग दो गुना बढ़ गई है। यानी अब दोगुनी रफ्तार से टिकटें कटेगी। 1 जून को उच्च क्षमता वाले दो सर्वर लगाए गए हैं। इस सुविधा के बाद अब तत्काल टिकट बुकिंग क्षमता जो कि पहले प्रति मिनट 7200 टिकट थी, बढ़कर 14,000 टिकट प्रति मिनट हो गई है। यानी अब आपको तत्काल के झंझटों में थोड़ी आसानी हो गई है। आपको बता दें कि IRCTC की वेबसाइट से प्रतिदिन लगभग 4 लाख तत्‍काल टिकट (करीब 2.5 लाख पीएनआर) बुक कराए जाते हैं इनकी बहुत ज्‍यादा मांग को देखते हुए इसे लोहे के चने चबाने जैसा माना जाता है।

काम की बात, इस दिन बुक नहीं करा पाएंगे ट्रेन

तकनीकी सुधार के लिए रेलवे ने पैसेंजर रिजर्वेशन सिस्टम (पीआरएस) को कुछ समय बंद करने का निर्णय लिया है।7 फरवरी देर रात 11.45 बजे से सुबह 4 बजे तक पीआरएस बंद रखा जाएगा। इस दौरान रेलवे संबंधी सभी तरह की कंप्यूटरीकृत पूछताछ सेवा बंद रहेगी। रविवार देर रात से सुबह करीब 4 घंटे 15 तक सुविधा बंद रहेगी। इस दौरान आईवीआरएस/टच स्क्रीन, कॉल सेंटर (टेलीफोन नंबर-139) के माध्यम से भी किसी तरह की ट्रेनों से संबंधित जानकारी नहीं मिलेगी।साथ ही कंप्यूटर द्वारा चालू आरक्षण बुकिंग का कामकाज भी बंद रहेगा। इस दौरान ना तो यात्रा टिकट जारी होंगे और ना ही निरस्त किया जा सकेगा। लिहाजा अगर आप रविवार को ट्रेन से यात्रा करने की सोच रहे हैं तो ट्रेन की जानकारी रात पौने बारह बजे के पहले कर लें।

रेलवे अधिकारियों के अनुसार 139 पूछताछ सेवा के साथ ही इस दौरान रेलवे स्टेशन पर स्थित ना तो डोरमेट्री की ऑनलाइन बुकिंग होगी और ना ही रिटायरिंग रूम की।




ई-टिकट कराने वाले यात्रियों को जल्द ही बोर्डिंग स्टेशन में संशोधन की ऑनलाइन सुविधा दी जाएगी। इस बाबत तैयारियां अंतिम चरण में हैं। इस व्यवस्था का फायदा ऐसे यात्रियों को मिलेगा, जो कई बार यात्रा शुरू करने वाले स्टेशन से ट्रेन में नहीं पहुंच पाते हैं।

हालांकि यह सुविधा टिकट पर दर्ज स्टेशन से आगे वाले स्टेशन को बोर्डिंग स्टेशन चुनने के लिए ही होगी। इस सुविधा को 15 फरवरी से पूरे देश में लागू किए जाने की तैयारी है।अभी ऐसी है व्यवस्था अब तक कोई यात्री अगर कंफर्म रिजर्वेशन टिकट पर देहरादून से दिल्ली तक का टिकट कराता है और किन्हीं वजहों से वह देहरादून के बजाये रास्ते में पड़ने वाले किसी अन्य स्टेशन से ट्रेन में सवार होना चाहता है तो रिजर्वेशन काउंटर पर अपना आईडी प्रूफ और टिकट दिखाकर बोर्डिंग स्टेशन में परिवर्तन करा सकता है।

बोर्डिंग स्टेशन में परिवर्तन नहीं कराया जाता है तो ट्रेन में मौजूद टीटीई खाली सीट को किसी अन्य आरएसी या वेटिंग टिकट वाले यात्री को अलॉट कर देता है। मगर ऑनलाइन टिकट में बोर्डिंग स्टेशन में संशोधन करने की कोई व्यवस्था नहीं है। ऐसे में यात्रियों को अपनी बर्थ से हाथ धोना पड़ता है।

ऐसे कर सकेंगे बदलाव आईआरसीटीसी के एक अधिकारी ने बताया कि रेल मंत्रालय को शिकायतें मिलनी शुरू हुईं तो सेंटर फॉर रेलवे इंफॉर्मेशन सिस्टम (क्रिस) को इसका समाधान खोजने का काम सौंपा गया। आखिरकार क्रिस ने एक ऐसा तंत्र बनाया है, जिससे ई-टिकटों में बोर्डिंग स्टेशन की सूचना संशोधित की जा सकेगी। हालांकि यह सुविधा टिकट पर दर्ज स्टेशन से आगे वाले स्टेशन को बोर्डिंग स्टेशन चुनने के लिए ही होगी। इसके लिए वेबसाइट पर चेंज बोर्डिंग प्वाइंट पर क्लिक करके बुक्ड टिकट हिस्ट्री में जाना होगा। यहां ई-टिकट में दिए गए ब्यौरे को दर्ज करके संशोधन किया जा सकेगा।

3 घंटे के अंदर सफर न करने पर बेटिकट माने जाएंगे यात्री

रेलवे ने जनरल टिकट लेने वाले यात्रियों के लिए नियम कड़े कर दिए हैं। अब रेलवे के जनरल टिकट काउंटर से लेने के बाद संबंधित यात्री को तीन घंटे के अंदर अपनी यात्रा शुरू करनी होगी।टिकट जारी होने के तीन घंटे के अंदर यदि यात्री ने यात्रा नहीं की तो मुसाफिर को बेटिकट मान लिया जाएगा। इस संबंध में रेलवे बोर्ड ने नोटिफिकेशन जारी कर दिया है। रेलवे की यह व्यवस्था एक मार्च 2016 से लागू हो जाएगी।बहुत से ऐसे यात्री भी हैं जो जनरल टिकट का काफी दुरुपयोग करते हैं। आसपास की दूरी का सफर पूरा करने के बाद यात्री अपने स्टेशन पर लौट आने के बाद यूज किया हुआ टिकट दूसरे यात्रियों को बेच देते थे।

इस वजह से रेलवे को काफी नुकसान झेलना पड़ता था। इसी तरह के फर्जीवाड़े को रोकने के लिए रेलवे ने नई व्यवस्था के तहत अब जनरल टिकटों को समय सीमा के साथ जारी करने का निर्णय लिया है।

इसके तहत जनरल टिकट गंतव्य के लिए पहली ट्रेन छूटने तक या टिकट जारी होने के तीन घंटे तक ही वैध रहेंगे। रेलवे बोर्ड ने इस संबंध में सेंटर फॉर रेलवे इंफार्मेशन सिस्टम (क्रिस) को सॉफ्टवेयर में मॉडिफिकेशन करने के लिए निर्देश दे दिए हैं। इसके तहत जनरल टिकट पर टाइम बाउंडेशन से संबंधित मैसेज का उल्लेख भी होगा।इसके अलावा यात्रियों को 199 किलोमीटर तक का सफर करने पर अप-डाउन का टिकट भी नहीं दिया जाएगा। ऐसा इसलिए क्योंकि यात्री आसपास के स्टेशन के अप-डाउन टिकट लेकर पूरे दिन यात्रा के एक से ज्यादा अवसर उठा लेते हैं। रेलवे बोर्ड के डायरेक्टर पैसेंजर मार्केटिंग विक्रम सिंह की ओर से जारी नोटिफिकेशन के अनुसार 199 किलोमीटर तक का अनारक्षित टिकट सिर्फ तीन घंटे एवं पहली ट्रेन गंतव्य स्टेशन के समय तक वैध रहेगा।

No respite from congestion at Parel station soon

The pain thousands of commuters using the congested Parel station have to endure is not about to end anytime soon. While the plan for a Rs 80 crore suburban at Parel is still full of ifs and buts, the railways does not have any immediate plans to bring in short-term relief either.

What is the hurdle?
DNA has learnt that despite the daily footfall touching 90,000, there are no plans of building a platform on the west side of the slow line number one or to widen platform 1/2. While there is a plan for the latter, it is only as part of the Parel Terminus project and not a ‘standalone’ measure, said a senior railway official.
“In 2011, there was a plan to create a platform on the western edge of the down slow line so that trains coming from CST and halting at platform number 1 could have had double discharge. It was the easiest solution at the time, the talk of a full-fledged suburban terminus at Parel did more harm than good. It has been almost five years and nothing has moved on the ground expect a little-used foot-overbridge on the northern end of the station,” said a CR official.

What is holding up work on Parel terminus?
Another official said that the chances of a terminus at Parel is also looking bleak because a large section of CR officials opine that having a terminus at Parel as well as Dadar, which is just a kilometer away, makes little sense. “The Parel terminus will not add anything as far as train numbers are concerned. So it is better to spend the money on Dadar,” said an official.

What do rly ministry officials think?
As reported by DNA in its January 21 edition, there is already a line of thought among senior railway ministry officials that the Parel terminus needs to be built only if the 5th and 6th line to be constructed between Kurla and CST cannot be taken all the way to CST due to land problems between Byculla and CST.

Has railways exhausted all its options?
In order to tide over this land problem, the Mumbai Rail Vikas Corporation had sent a proposal to the Rani Jadhav Committee currently looking into ways of redeveloping Mumbai Port Trust land. it calls for using port land near P D’mello road to shift the harbour line between Sandhurst Road and CST and the utilise the space as the 5th and 6th line. “This alternative could take several years to materialise as it involves port land and a lot of heavy-duty engineering. Till such time we know whether this plan is a success or failure, there would be no movement on the Parel terminus work,” said a CR official.
